This Final EIS focuses on three alternatives: No Action, Build, and Phase I. The anticipated private redevelopment projects on the DUS property are not part of this Final EIS as they do not require a federal action.
The No Action Alternative is a baseline against which impacts of the proposed actions and alternatives can be compared. The No Action Alternative is the alternative that continues the current transportation conditions; it is comprised of the existing and committed regional land use and transportation projects.
The Record of Decision (ROD) for the West Corridor project was issued in April 2004. The West Corridor will be the first corridor to be built as part of the FasTracks system, with a projected opening date of 2013. Since a ROD has been issued for the project, the West Corridor is assumed in the No Action Alternative for DUS. The West Corridor would utilize the existing light rail station and tracks in place at DUS if no improvements were made at DUS.
